I logged an incident with Microsoft and worked with them on this issue.
I had the Microsoft Exchange tools installed on my computer, and the other
members that were having the problem had Microsoft Exchange tools installed
as well. The issue was resolved by uninstalling the Microsoft Exchange tools
and then running fixmapi. The Microsoft support technician referenced
kb266418, where it stated that Microsoft does not support installing the
Microsoft Exchange components on a computer that has Microsoft Outlook
installed.
